Conducting Wars and Feedback Research Monitoring Group by Sherif S Monem

In wars there should exit a totally independent research monitoring group out of the war command of high caliber to follow the progress of the war and their recommendations or warnings should be studied carefully but not be binding.

This monitoring group can be described as War Sensor. 

Imagine at the time of WW II had such sensor existed? It would have flashed red so many times during that war such as at the time of Stalingrad before the siege.
